National Highways Fee (Determination of Rates and Collection) Rules, 2008 amended.
"A driver, owner or person in-charge of a mechanical vehicle other than National Permit vehicle who makes use of the same section of national highway, permanent bridge, bypass or tunnel, as the case may be, shall be levied a zero-user fee upto twenty kilometers of journey in each direction in a day under Global Navigation Satellite System based user fee collection system and if the distance travelled is more than twenty kilometers, then fee will be charged for actual distance travelled."

part of the system would rely on use of 'on-board units' (OBU) and/or 'External Localization System' (ELS) devices to be installed or be present in the vehicle.

The unit in the vehicle (OBU/ELS) https://ptolemus.com/what-is-an-obu-on-board-unit can technically be designed to have either or both.. satellite navigation OR EVEN talk to/communicate with a local radio beacon (similar to how airports guide aircrafts using the localiser during an ILS approach.Thus the roads, highways could have these monitoring equipment installed at specific locations or every few hundred feet/ meters/ kilometres and the radio bursts/ to-and-fro communication would aide in tracking the precise distance travelled
ALONG WITH the use of ANPR camera surveillance.
(Automatic Number Plate Recognition technology too is decades old.)
In general, the use of surveillance cameras to monitor and/or regulate traffic and later even be used to fine drivers/ issue traffic police tickets.. has been in existence since the 1970s-1980s.
Unless I am mistaken, the camera systems and CCTV monitoring in the Dartford Tunnel (in England) https://www.worldradiohistory.com/UK/Wireless-World/70s/Wireless-World-1971-05.pdf (page 54 of this PDF) were the first to issue traffic ticket/fines in 1979/1980.
ANPR cameras (automatic number plate recognition cameras) were regularly in use by the late 1990s.
In India, we faced the unfortunate scenario of the United States of America REFUSING to help us (India) wirh the military/defence grade precision/ details derived from their GPS system, during the Kargil war (1999).

This new traffic monitoring and toll collection system too might rely on satellite navigation.. using a mix of G.P.S. (paid for by the U.S. tax payers and controlled by U.S. of A), or even our own/ Indian GNSS.
ISRO/India developed Indian Regional Navigation Satellite System (IRNSS).. which is now https://www.isro.gov.in/SatelliteNavigationServices.html"> called Navigation with Indian Constellation (NavIC).
We also use/ India also uses GPS Aided Geo Augmented Navigation (G.A.G.A.N. गगन☁️) which is a product layered/paired with the U.S. GNSS Global Navigation Satellite System.
Maybe India also has something else apart from NavIC, for our missle guidance systems, but neither am I aware of it nor are those presently relevant in THIS context.
Where you buy, borrow, steal is your own call, but yes, if the satnav systems and ANPR camera systems along with the localised radio beacons are implemented nationwide, then it WOULD require the use of https://etoll.gov.pl/en/tools-for-toll-payment/obu-and-els-on-board-devices an OBU/ ELS.
On a side note, i feel that the regulatory and other framework with these technologies might still take decade plus.. to mature.
In the Divided States of Murica, the like of Apple Inc. can and does deny breaking open their encrypted devices EVEN FOR suspects charged with serious crimes (including terrorism).. when approached by the authorities there.
Versus, here.. HDFC practically got away with clandestinely installing and ILLEGALLY force-selling permanent GPS trackers.. along with the auto loans (that) it sold https://financialexpress.com/business/banking-finance-rbi-slaps-rs-10-crore-fine-on-hdfc-bank-2261087.
👆🏼it👆🏼 (technology wise) allowed them to snoop on/ monitor all movements of the vehicle/person and even use this data to act on the loan defaulters, absconding customers.
No laws detected this or no specific laws were there to bring such shenanigans by private entities under statutory guidelines/laws.
so now imagine.. in the future.. if some live-in partner or spouse is suspected of cheating on their partner/ spouse
and the spouse/lawyers of the spouse insist in the (divorce proceedings, Amber Heard - Johnny Depp type fight) court that the geolocation data of the vehicle be provided.. then what will be the legal framework?
Will the government or authorities having the data of the alleged cheating spouse visiting the lover.. act like Apple Inc. and deny giving it¿
or such NavIC data/ GPS data/ geolocation details be also provided to settle private disputes between private parties?

de dana dan kutaai दे दना दन कुटाई¡ unless the data is stored somewhat like the UIDAI data and the data requests are VERY selectively entertained in VERY SPECIFIC cases from only select external entities and all such access to the data is logged (i.e.: who asked for it, why asked for it, when asked for it).

Does it increase toll fee or reduce?
NHAI says one toll for every 60km, with that mentioned, this move would be beneficial ?

I used to pay 580 rs 2yrs back or so now paying 880 for the same and 10secs wait at toll plaza or free is not implemented.
