Money not returning by wrong recipient on GPAY

I have mistakenly transferred Rs12000 by gpay and after realising contacted that person to refund, for that he assured return.
Now he has blocked my number and not responding.
I have complained Gpay, my bank and NPCI but even after 2 months status-quo.
I have his recording as proof
What can be done

I know its annoying but whatever that guy doing is not wrong.
Even If I was in his place, I wont send you amount because this could be a scam( search on google for this)
There is a process for this and you have to follow that.
You can find the exact protocol by calling or visiting your banks.

I won't return the money as well. Seeing the scams now a days, follow a proper channel to report and get your money.
Well you shouldn't have waited 2 months. Go to RBI Ombudsman with all the records and file a complaint.
Dont forget to raise complaints in Nodal and Appellate Authorities of your bank.

File police complaint online with his name and number that he threatened you to send the money
Call 1930 and raise a complaint, they'll block that amount from his account.
He'll get notification from his bank to either provide debit consent or file counter complaint/case if the transfer was correct according to him.
