Yes, these are valid package and you just need to attend a meeting of approx 90 minutes as mentioned in email

the resort is in Phuket, Thailand and the meeting is in Bali, Indonesia

If you expect that buying 'such' membership would give you access to prime properties whenever you need, e.g. school vacations, new year etc, you will be highly disappointed.
By the way I never heard that Marriott is conducting such marketing events.
