Looking for a 4G feature phone with auto call recording with no camera.

Hi. A friend works at highly secure government establishment where smartphone is not allowed. Only basic feature phone without camera, wifi, BT is allowed. One or two Nokia 4G phones are available in this category but they do not have auto call recording. Please suggest any other phone with the mentioned features if any available. Old models would do too, he will find them on olx.

Carrying a phone is necessary work related calls. Thats why looking for a 4G phone without camera BT. Just that auto call recorder feature is helpful many a times.

It does not have auto call record it as I have checked for it in reviews already. Plus it has a camera, so not allowed.
I thought the government themself provides such basic phones without those features to employees working in a highly secure establishment. One cannot just buy any phone without those features and start using it. It needs to be verified and approved and since it takes a long time to go through the process the government issues such phones to the employees. Anyway, it's really hard to find such phones in the market today.
I am also working in a similar organization. And I am carrying a Micromax V407 (camera was removed and the hole in back was covered by same colored vinyl film).
What kind of govt. Establishment ?
Previously, i worked in the CBI Office. For the first month - i was not allowed to take any calls but my smartphone was allowed. But, i was strictly warned to not to make any deals or give and take phone numbers with any witnesses.
Its very tough to find a 4G phone without camera. Soon 4G will be outdated as 2g 3g so if you find a phone with 4g its a temporary solution.
