I have taken a New Jio Sim Card. But on that number, a old loan of Kreditbee is going on and not repayed since 3 years by previous number owner. So I receive lot of calls and spam messages. What to do in this case? Any way I would get a replaced Jio number instead of this?
Need your advice.

maybe someone old number allotted to you. close the sim if you have not linked to banks etc or inform KREDITBEE

No, there is no such provision with a telecom operator.
Previous customer might have got offers from their naukri tinder linkedin shaadi registrations and suitors lined up to marry you, date you or businesses offering you millions per annum for consultancy.. then too operator cannot ask you for something.. because they gave you the number by fluke.
Same way, if the law allows them to re-issue a number.. subject to the restrictions (buffer period etcetera).. then it is merely customer's misfortune.
If you repay that loan, maybe they would not spam the number.
Otherwise, like others said.
I have a family member's BSNL number.. last recharged during Covid-19 and no incoming since 3 years.
BSNL has not reissued it to anyone still.
The local staff said that at-least in North circles.. they do not reissue.
So if you/end user ANYHOW wants to use Jio only, then better to port to Jio.
Can even take a new BSNL connection (as it is mostly going to be a fresh number) and port THAT to Jio in November end or December.

and point number two: such forwarding to a three digit or four digit number (even with the country code prefix) will NOT work. 100 Number can not be used as a number to forward/bounce the calls to, by an average user.
