It’s disgusting that this individual was conferred the Padma Shri. Right wing are are angry on Vir Das for ‘airing India’s dirty laundry abroad’; on the other hand their darling Kangana makes comments disparaging our freedom struggle against British, and insulting the secular identity of our country by calling India jihadi, advocating dictatorship etc.
Edit: I used to admire Kangana for her acting chops but now I see what a toxic individual she is,

These are nothing but political awards and this isn’t a new thing: Congress, BJP.. they all did this before

Thanks to RTI applications, we have some idea of how the process works. We know now that the home ministry appoints a secret committee that is given a list of nominations and asked to choose. But it is only provided the background information that the government wants to provide (not a record of criminal cases against a nominee, for instance) and has only a few hours to choose from over a thousand names.

According to the data, only 58 of the 104 Padma awardees in 2015 were picked from the 1,840 recommendations received by the government. The other 46, said sources in the MHA, were picked either by the Home Secretary or the Home Minister and forwarded to Prime Minister and then the President for approval. Similarly, in 2016, 65 of the 112 awardees were picked from the 2,311 nominations, while 47 were from outside the list.
MHA sources said it is a “usual practice” to pick some of the recipients from outside the list of nominees.

In an interesting revelation, city-based RTI activists have found that majority of the names recommended by the Padma awards search committee did not get the honour. Conversely, 31 persons who were honoured with the Padmas by the Narendra Modi government in 2018 did not have any recommendation. This clearly reinforces the fact that Padma awards are a result of political decisions of the ruling dispensation, said RTI activists.
Analysis of the data of the ministry of home affairs (MHA) revealed that only 4 of the 51 recommended by the search committee were awarded the Padma in 2018. Other recommendations of the search committee, appointed by the Centre, were ignored*
