info is available in the Union Bank website itself.. all their Debit cards have the first year free i.e. no issuance charges and for Classic its Rs 200+GST from 2nd year onwards

Union Bank and SBI both
First Year debit card free (Issue charge = NIL)
Second year onward Annual Fees will be charged
SBI issue Lifetime Free Virtual Debit Card (RuPay, Visa, Mastercard) though YONO or Internet Banking

Annual charge will be there issuance charge is different. E.g Indus Axis will also have issuance charge for few cards.
