Is Tata Neu Plus to Regalia Gold LTF/FYF upgrade possible ?

Limit is Rs 128000/- on neu plus. How to get the regalia gold. Basically need the card for the international lounge and neu plus I rarely use. Don't have any core HDFC card. Holding regular savings account too.
