Instagram Handle selling

Today in office, my friend showed an message regarding someone wants his instagram handle and ready to pay for it. That id is idle and represents brand initials which that company may be interested in. Instagram don't allow selling insta id as their privacy.
Does this work? Seems quite interesting....would love to hear of anyone has experience or give your thoughts.

Today around 10am, office executive (confirmed from same office) met over coffee. I and my friend and one more person met him. Initially he said you blocked insta id with no followers. He said they need this insta id.
My friend said, not giving for free.
He asked for how much is expectation?
How much u offer and how much expectation was going for half an hour. Then left with tell you later.
Can this be considered scam?
Update:
Friend sold it. Both wants not make any news about it. I saw logo change, modifications to account and some surge in followers.
How do you know its company that contacted? Can be scamster as well?
