Officials explained that the proposed model of Tour of Duty (ToD) has been proposed to be implemented on a trial basis for officers and other ranks in the army for a limited number of vacancies. The vacancies would be increased if the model is successful. The proposal is a shift from the concept of permanent service in the armed forces towards an “internship” for three years.
Officials said that the cost, including training, pay and allowances, incurred on people joining under the new model would be Rs 80-85 lakhs, as compared to over Rs 6 crore for an officer under the Short Service Commission , who serve up to 14 years. The army believes that the savings from this can be used in modernisation.Savings will also be in other areas. “With the ToD concept implementation, there is likely to be an exponential reduction in our salary and pension budgets,” an official explained.
Officials also said that the corporates can benefit from individuals who would serve in the army for three years. “Many corporates have indicated that these ToD officers would also be preferable to the present Short Service workforce joining the corporates at the age of 33-34 years… The officers exiting ToD would have an edge over other candidates due to their training and exposure,” an official said.
The army is also examining giving a “token” lum sum amount to officers and jawans exiting from the ToD scheme, to make it more attractive. Benefits of a battle casualty to a ToD personnel could be given if they become one. With this scheme, the army is trying to atract youth from top academic institutes such as IITs.
Sources said age and fitness level will be among the key criteria for recruitment for the ‘Tour of Duty (ToD) or ’Three Years Short Service’ scheme. There is a “resurgence of nationalism and patriotism” in the country and the proposal attempts to tap the feelings of youth who do not want to join the Army as a profession but wish to experience the military life for a temporary duration, a source said.
At present, the Army recruits young people under the Short Service Commission for an initial tenure of 10 years which is extendable up to 14 years.
According to the proposal, the people to be recruited under the ToD will be eligible to be deployed as combatants in key forward locations and there will be no restrictions in their roles.
An officer or soldier after completing one year of training and three years of ToD is likely to display visible improvement in self-confidence, teamwork, responsibility, initiative, stress management, innovation and social skills, according to a military officer quoted by PTI.
“Initial surveys tell us that all corporates would favour an individual who has been trained by the military and comes to them at 26/27 years of age rather than as a raw college graduates at 22/23 years of age,” he said

The idea is expected to be tested on around 100 officers and 1,000 jawans in the first go, sources said. They will be trained for the first year of the three-year period.
It will be a very good initiative indeed. Most of the developed countries have similar programs. VU

Should make one or two years mandatory for every graduate.. probably 20-28 years age group. may be we should follow some developed countries like singapore etc.. guidelines in this aspect

This happens only when govt. is convinced an external threat or war is inevitable in near future. No surprise it has come just after border clash with China .
After pandemic diseases, global wars have happened. So it’s a natural progression.
i think most of the countries relation are bad with China now. and many of them will reduce trade with China. so ultimately China going to take militry action. so may be India going to be ready for that?

Noble idea from nationalism perspective, but I really don’t see why I would be tempted to fall victim for wargames world leaders play.

The modern war is fought on the front of technology and aviation. The numbers don’t matter as much as they did 10-15 years ago.
The year time period is too much for most Indians. They could have rather had 1 to 1 and a 1/ 2 years proposal.
It’s not timepass or adventure trip or getaway holiday.
I welcome the move. I would rather expect it being made mandatory.
It’s high time civilians get military grade training, ethics, disciple, fitness, fighting spirit and stop fighting based on cast and religion.
Time has changed, so does have technology both in Biology as well as computers.
So not invest people and money to advance those tech instead of fighting old style dirty blood game cause quantity doesn’t make difference a lot now days but surely latest tech will.

So Army will be able to train average joe from IIT or otherwise to be a soldier, working in critical operations… All this for 3 years…..

I think 1 year Military Training is good enough. Candidates who go through CDS are trained for 1.5yrs.
Most youngsters are only fit for PUBG, not real war. They will whine and whine if they get internship.
Only below 20 yrs of age will be considered..
I had to complete an abridged military type training even after completing a MBA course in the U.S.
They say that it enhances teamwork and other abilities.

Will one be adequately paid? Do we have a chance to obtain a permanent position if our performance is good? If not, why would an ordinary civilian be interested in spending 3 years in the harsh environment of the army when 90% chances are that they will recruit most ordinary people at the lowest rank possible, namely sepoys and so. A very big reason why many people join the army is because of the massive benefits they’ll receive at a later stage of their career and/or after retirement. Here, there is none!
It is to be noted that by joining these 3 years of internship, we’re essentially losing 3-4 years of job seniority in the corporate world. And in 3-4 years time, even an average candidate’s salary will rise to 5.5-6lpa(considering most fresh graduates starts at 3.6lpa) or more(depending on his performance), far more if he can upgrade himself and switch jobs. So there should be a very tangible benefit for us in order to consider this proposal. Otherwise, it is only good for those who are unable to find a job after graduation.
Veterans get priority in selection. They get more relaxation and facilities

Territorial Army is a good option for those who have a full time job and want to serve the nation simultaneously. You can actually become an Army Officer without giving up your profession. Citizens upto the age of 42 years can apply. Training is only on weekends and benefits/allowances are the same as regular army officers.

This news will be a big threat to national security as well. It’s gonna be very very difficult for officials to avoid intruders in the system.
Being a veteran myself, I strongly recommend it should coincide with an award of a degree, else the repurcussion can’t be stated right now. Let them enrol youth for military service concurrently running a bachelor’s degree program and the culmination would be fruitful. Presently Mahindra offered employment for those undertaking this assignment, but only one employer is not enough as it may not be competitive keeping future job market.
