how much are the charges for normal passport issuance and for immeadiate passport issuance? how many days are taken in both cases?
when the concerned comes for address verification, they will ask for aadhar copy of neighbours but there are no neighbours in this case.some shopkeepers nearby are their competiton, grocery stores, and some have their godowns and visit that place very rarely. he has friends in the same area but their address is different, different as in different area name in aadhar. how will this work? and before coming for verification do they send the person a message so that he is at home when they come?

Also, at least here in Pune, verification happens at your designated local police station, you will be notified in advance and you need to visit the police station.

Not related to the question that OP asked, what can be done if a person has lost his education certificates or there is a name change and he applies for a new passport. How that person will get ECNR status in his passport without submitting the education certificates?

Apply online. It's very easy to apply now a days. Appointment will go smooth if you provide all necessary docs. Only problem can be local police verification. They can ask chai paani fees to get it done. So either you have to pay bribe or get it done via some influential people or police friend of yours. It can hurt to pay for chaai paani first time , so prepare for it. Except police verification all process of passport application is very fast & smooth. Dimers mentioned all the process in very good manner. Follow it.

Chai Pani is required in tier 3-4 cities.
Here gramin bank manager treat himself as a supreme god and people treat him like king.
And police is beyond anything.
If they ask anything people are obliged to give otherwise they will make life miserable.
Apply as instructed above by @ Bhawin. Select the Tatkal mode, the passport process is supposed to be complete in 1-3 Days.

Chai Pani depends on the area, you can negotiate with the police for the same. I never paid anything to the police and they approved my passport. (Also applicable for the friends and family.) But, as per the situation, if things can be done for a few bucks, then close it with chai pani.
Anyone can be a witness for the police verification with the Aadhar having a near by address.

That nbr requirement is over I guess, I renewed(address changed) in this Jan and he called me to station verified just my docs and that is it. At gate they were pestering me to give good feedback, in fact that lady constable casually asked my mobile for rating, I denied to share mobile, she said many don't know to give feedback so asking mobile.
