ICICI Denying for Rupay Debit card

I am trying to get a Rupay Debit card from ICICI BANK since 2 months they are saying that production of Rupay debit card has been stopped hence won't be able to issue it. Is it really like this, or another bank tactics to just pass on things? Asked them this over email only.

@AL-MAG Just call customer care number and apply RuPay debit card.
They will told you production of Rupay debit card has been stopped, RuPay card is not issue in India, RBI banned RuPay card, RuPay card what's this ? ICICI bank is not issuing RuPay debit card, RuPay card have 10k limit, e-com not supported etc all wrong info.
Ignore everything, just force them to apply RuPay debit card, tell them today your friends are already receive RuPay debit card from customer care. If they still reject your request, disconnect the call and call again.
Now a days many ICICI customer care executives give you RuPay debit card without any question.
Got rupay platinum debit card from ICICI last week..
Contacted them on Twitter..got a call from them and i have asked for rupay platinum debit card..
The executive raised a request for rupay debit card and delivered within 5 days..
Do you have a salary account or normal savings bank account?
U called customer care? Because branch doesn't let u get rupay dc. I only could get after calling customer care.
