In so far as I know
or at-least in the (older) Jio phones that I have seen,
for any other operator's SIM to work in those phone
a Jio SIM needs to be registered/detected on the Jui network.. from the same device.
Thus, suppose one puts a BSNL SIM in slot 1,
then some internal check is done to see if a Jio SIM is there in sim-slot 2.
Unaware if jailbreaking, flashing the BIOS/customising the OS is easily possible or worth the trouble, effort.
