so i purhcased 8500 amazon shopping voucher and added 5500 in amazon pay wallet to order something. on payment page amazon showed me i can not use amazon pay balance because its insufficient. wtf??

You can probably still use the shopping voucher but not the wallet amount.
As per the changed T&C, the wallet amount can only be used if the complete order amount becomes 0 after using it.

You can try this. Should work.
If your account is full kyc. Add money to Amazon pay wallet. Order using both shopping and gift voucher. Than tranfer back your Amazon pay balance to bank account.

Now you only proceed with one method at a time.
Whats the order amount ?
You cant use amazon pay balance for partial payments with other modes as per RBI guidelines, would have to sue RBI
