nobody will give money from pocket even if you get hold of the person that is why insurance is there. If it is major damage then insurance else pay from your pocket in local garage

Bro, file an FIR, if it's not your friend's fault and you have conclusive evidence like a dashcam footage or your vehicle was hit from behind. The police will ask you to settle instead of filing an FIR. Tell them that you will compromise only if the offender offers the compensation.
Most probably, the police officer will call the offender and persuade him to pay the compensation. If necessary, have a technician assess the damage and provide a quote for the compensation.

I don't think there's any way other than filing a police complaint and letting them track that person down.
