how to convert tata neu plus hdfc card into LTF

I got tata neu plus hdfc card FYF last year. Some days ago annual fee was charged. I mail them for converting my card LTF and annual fee waiver. Today I received answer. They refused to convert my card to LTF but refunded the annual fee. How can I convert my card to LTF and increase the limit. Please tell me.
