How to cast videos from android mobile to (non-smart) TV without wifi?

I want to cast videos from mobile to TV using the same mobile’s hotspot.
Tried chromecast, but it’s not working on mobile hotspot (tried using other mobile’s hotspot also).
Any other brand/unbranded HDMI dongle that works on hotspot? 1080p/4K not required, 360p/720p should be enough.

Not all phone support default miracast feature so he should check that too. Like motorola devices.
your chromecast didnt connect to your hotspot wifi at all? are you using google home application to set up chromecast?
check your hostpot configuration and change the band as chromecast might not support 5gz band.
Connected to wifi but gave a configuration error.
My phone supports only 2.4 Ghz
Suggestion:
Buy any cheap Fire stick or any cheap android stick/box during sales
Install any file explorer(Solid/Mixplorer) install MX Player/VLC player
Tranfer videos via Send Files app
Open explorer and play them
If you dont connect fire stick to internet, you can open any app by going to settings > Applications

First connect chromecast using normal wifi
And then disconnect it
Then rename your phone Hotspot name to same as wifi name and then turn on mobile Hotspot
