In the month of jan. 2024 i paid membership fee and now on 13th sep. again they charged me annual fee. What is this behaviour?

Ask for reversal and conversion to ltf from hdfc.
They'll most probably convert it or else will atleast reverse renewal fee

I am having issues in applying the card,it says ur address is not serviceable even though I have existing hdfc cc on that address

it was mentioned in the letter, that joining fee was going to be charged in the 4th month.
