Check with your RM/Branch Manager.. ask for eligibility as for each city criteria might be bit different

Book FD for 15lacs and take or ask RM if you have good relationship with bank
invite only is just show off, my friend with salary eligibilty got it recently after approaching RM

Last 6 month expense > 6L on your existing HDFC card
Have > 8L limit on your existing HDFC card
Net salary in account > 3L/month
If you meet all the above 3 criteria then reach out to RM and push for it.
Other option if you don't meet any one of thr above 3 (or rarely two), is to either opt for ULIP or term insurance and then negotiate to get the card. Not worth unless you are very desperate to get one.
