Yes, you can upgrade...no harm in that. Your upgrade offer means you are already eligible for preferred banking so why not choose to upgrade? Better than classic or not depends upon whether your Classic RM is already supportive or not. If he is supportive and resolving your problem then its fine to be with classic banking.

Just a fancy term, nothing more. And yes they downgtade if you don't meet the criteria.
