If your organisation is small then they can. But for bigger organisation it's a mandatory thing for all employees

If you are joining as salaried employee then except for small co with less than 20 persons, PF is mandatory.

But if you are acting as "consultant" then not required. However, your income will be treated as business income.

Can do but opt for NPS in place of PF

PF is mandatory even with NPS - Only Govt/autonomous bodies exempt from this.

Tds of 10% will still be deducted even if you are a consultant.

I meant, if an employee doesnt want money to be deducted for PF , has he rejected it  ? And has the co accepted it ?

No. It is mandatory for the employer to deduct PF if their employee count is more. BTW, they prefer not to deduct PF, as they can avoid paying their contribution. But the LAW does not allow.
