Getting virtual credit card from secured card possible?

I tried to get Kotak, indusind,idfc banks credit card especially rupay.

But banks rejected my credit card application saying mi pincode is not servisable and can take with FD basis.

    In many posts many banks are providing LTF virtual rupay credit card for their existing credit card holders.

      So I am thinking to get or tage DD based credit card , and hope these banks will provide virtual rupay credit card to me, and at that time will close these fd based credit card

No idea will work or not.
