Need a suggestion:
Since these flights have the 1-day difference, I am guessing that I can go out, explore the city, and come back the next day. But what about Immigration and Luggage in this case?

If you have Vietnam Visa
Than Ho Chi Minh is in Vietnam itself
Although no Visa Required for India Passport holders for Vietnam these days under Visa waiver Program.
Although first flight is a domestic flight so Customs & Immigration will happen in Da Nang.Hence you can show your Passport & Ticket & Visa waiver Information with your 30 Days or whatever Visa validity & come out from the Ho Chi Minh Airport and whether the question of check in bag you need to check with Airline on Da nang VJ desk since layover is 23 hours it's kind of tricky about your check in bag (if any). Only they know what will happen with your check in bags. I have a trick to know that incase you got both flights boarding pass from VJ Desk in one go @ Da nang Apt itself it means your bag will go to DEL itself. Incase you need your bag in SGN Apt before doing desk check request them that you need your bag in Between and request then to not check in for both flights as your plan will be to go out in SGN and come bac

Assuming you already have a Vietnam VISA and layover city is in Vietnam only, moving out of the airport after immigration counter should be fairly easy. You may re-enter the airport passing through immigration again. Luggage can be deposited at the Airport cloak/locker room if the facility is available at that airport, which would be chargeable facility. You may also keep the luggage at the hotel if you want to spend the night at any Hotel in the city

to my knowledge your check-in luggage should go directly till DEL from the first boarding airport. Its better to do all the way check-in till DEL as you will save hassle of carrying the luggage at stopover city.
you immigration will not happen in your starting airport, it will happen on second airport from where you International journey starts.
so there should not be any issue for you to go out of the airport and come back.
one more thing, if you are planning to go out in stopover city then check-in as much luggage as possible and keep you in-hand luggage as light as you can. This will help you move around the city easily.
check if there is a lounge in stop over airport and you have a CC with free lounge access. this will help you to take rest once you come back to the airport.
based on ur itinerary, i can see u r reaching the stop over in the evening. so u may have to book a hotel room to sleep post enjoying the evening time and again you can explore the city till 5pm
Call the airport/airline to confirm if its feasible to go out and come in
