Was placing an order with fk axis, order amount 266, balance remaining was 220, so payment was declined due to insufficient balance. Will I be charged for this? If so how much?

No don't worry, there are no charges for failed online transactions due to insufficient balance.

Yes, some debit cards have such charges on Failed ATM withdrawal/POS swipe due to insufficient balance. Do they charge for online failed transactions as well?

No Charge,

but why are you using the full limit of your CC. Even in Penny

its not wrong to use full credit limit on a credit card:)

as long as your current credit score is good, it wont dent that much as people claim it, because you will have multiple credit card or loan accounts and you wont have that much huge utilization on credit report

also even more than 30% utilization wont affect credit score much in my opinion just a few points like 5 or 10 approx if you score is "above 750 + good repayment history"
