Escalation procedure of MSEDCL complaint.

Hi All,
Its been 3 days , since I have raised complaint of Power supply phase out at my home, but no one from Mahavitaran (Maharashtra Electricity Board) has bothered to take action on it . Lineman has stopped picking my phone as well .
I have even sent email to below DLs , but they gave reply : Your complaint is sent to concerned Department, they will work on it.

Can someone tell me procedure to escalate my complaint , and also how can I raise complaint to Consumer court (Online method).

Issue resolved finally after 2 days.
Contacted consumer-grievance-redressal office Director. He scolded Lineman over phone and lineman was at my home in next 15 min.
Hardly took lineman 10 mins to fix the issue , for which we were chasing him since last 2 days.
