Does Credit Card Refund count towards spends in annual spend criteria?

If I bought a 50000 mobile and the order got cancelled and I got the refund, will 50000 be counted in my spends or will it be neutralized?

What will happen, if I paid credit card bill (till statement date it was successful transaction) and bill generated and paid for the month and then afterward (like after 10 days) merchant refunds due to non delivery
we already paid money in this case wont that get recorded in PAN? for more than 10lakh amount? does this breach 10 lakh credit card payment Limit for notice?
