Wasn't there some talk of minimal charges to do it using platforms like Wise Snapay and e-wallets. And if there are cashback cards orvspend basedvreqards then defacto cost is zero.
But now there are increased instances of such bank accounts getting auto reported by the risk management framework of the banks, not to mention the PAN getting tracked even more by the Income Tax department.

Card issuers give a buffer period, usually the cycle is of thirty days (repayment to be done once every month).
This in itself is an incentive. Besides 'free money', imagine if there is some small term investment or other money making opportunity, then technically (if one, for the sake of argument, removes tax implications) one is getting funds at zero cost. For example, I am too poor to carry the mangoes from my farm/ aam🥭 bageecha to the market/mandi. You somehow get a lakh rupees from someone (on good faith basis) and you approach me that 'hey farmer, I am ready to buy your stock at a fair price.'. I (poor farmer) sell you my crop, you take the burden of sending it to top star rated hotels in big cities, some of whom (customers) pay you hand to hand or even in advance.
Even after repaying the one lakh (interest free) funding you got.. you still get to keep something, net of all the expenses, hassles, stress.
Genuine need for money, like during lockdown emergencies, medical emergencies, financial difficulties.
Abusing the rewards mechanism/ loyalty programs gives direct benefits. Like if I am a jaggery/sugar shopkeeper who offers 5% extra discount for anyone who purchases 15kg of an item, at-least three times per month. You keep purchasing in quintals. You pocket the incentive (loyalty program/ rewards I offer for using my services) and you actually immediately resell it.
Achieving milestones. Sometimes benefits are locked till milestones are achieved. Say the annual fees is waived off or specific club memberships or Taj/5 star hotel credits are available to a card customer who seems NnN,000 in a quarter or year.
Then creating fake purchases can help qualify as 'card used to pay for service, product'.
Those with poor financial management or otherwise in need of money, often approach this shopkeeper (neighbouring shop to our relatives shop).
So if you go to that shopkeeper and say, I need 1000 rupees from my card, then the shopkeeper swipes the card as payment received. Then deducts (i think) 2% or 2.25% and gives the remaining amount in hard cash to the card owner.
But the shopkeeper is not filling returns by disclosing real income. So such adjustments can be done by shopkeepers to help others while paying VISA, MC, others the card handling charges.
(For amounts in excess of 5-6000₹, the shopkeeper takes copy of Aadhar or other KYC document to match the name on card with identity of the walk-in customer. Not to mention the banks send OTP to the customer and the shopkeeper keeps CCTV footage of person really having visited the shop.)
