I have finalized Dell i3 3520 and HP i3 for my kid in 9th grade.please let me know which is better. Can extend budget upto 40k.

Dude buy hp i5 16gb ram one i can tell you how to get hp i5 im 40k.
Or you can get Asus one i5 with 4gb graphics card in 42k.
Don't waste money in buying i3. Not worth it

Both good brands...make sure you have an authorized service center in your town just in case of unexpected issues.
