Why do you need another card from same bank? Banks don't treat their secured card holders any different than anyone having CIBIL history from a different bank card. Savings account holders have some advantage though. I would suggest you to go for FD card with a bank which is providing you good rates on FD as the secured card themselves have not much attractive features. Later you can apply co branded cards like FK axis or Amazon icici for easy approval.

FD cards are not useful for rewards mostly 

1) why you need FD credit card? only reason you need FD credit card is to create/increase credit score away from 0 or negative credit score

2) if you already have some "loan/credit line/paylater" in your name THEN YOU DONT NEED FD CREDIT CARD, JUST OPEN ANY PRIVATE BANK ACCOUNT AND YOU WILL GET PREAPPROVAL IN 6 MONTHS FOR UNSECURED CC'S (because you would have some credit score probably around 720 if you already have some loan or  credit in your name WITHOUT ANY DEFAULTS) 

just apply savings back account with employment as self employed and in 6months it will show offer for unsecured credit card
HDFC and axis are notorious for this 

so try with both these banks first (mostly any private bank will give unsecured cc's easily in 6months of bank account opening PROVIDED YOU SHOWED some transaction MORE THAN THE NORMAL USER as per your city tier)
