Mastercard never give any card network offers, totally useless.
Time to time RuPay, UPI, Banks or 3rd part apps give offers for RuPay spend or UPI spend.
RuPay is little bit higher rewarding card.
only for axis airtel case (specifically a rare case because it was not expected to be in rupay but suddenly by accident it got in rupay even axis customer care told that)
not for other cards yet:) all good rewarding cards are present mostly in Master and VISA (with NO HOPE TO BE IN RUPAY)
can you tell the same for SBI Cashback and Axis Ace? (which is only in VISA and MASTER i think)
so what you said is perfectly true only for very VERY limited set of "good cards", rupay is good but majority of "good cards" IS VISA AND MASTER which is better because of its network fee VISA and MASTER can give more rewards to end customers than rupay subsidized by NPCI and govt:)
so end result VISA AND MASTER wins Rupay lags

Everyone is not eligible for premium cards, that's why RuPay is the King.
Airtel Axis was not available by accident. The card went live before all implementation was completed.
Network fee is also same for RuPay credit cards.
NPCI/RuPay is 100% private company, same like Visa/mastercard etc.
Govt never subsidized or give any money to RuPay.
NPCI/RuPay is also profitable company, Just company status is "non-profit", same like Visa/mastercard before 2008.
Due to govt pressure, RuPay cannot launch cards with higher rewards. This is because the govt wants RuPay cards to first help Indians—those who represent 90% of our India's population..
These are people who cannot get Visa or Mastercard, or any premium cards.
That’s why RuPay offers more rewards on basic cards, as their main customers are those people right now.
Why OP ask about Airtel Axis card ? When Axis Magnus, Axis Atlas, Axis Burgundy private credit cards are available ?
Because he/she is not eligible for those premium cards.
The govt puts this pressure on RuPay to help Indians first—the true Indians. If they help these people, the whole country will move forward.
For those who don't know, premium cards issued by Visa/Mastercard are maximum 2,000 to 10,000 cards only before banks devalue them.
RuPay's goal is not to please just 10,000 people; it aims to help the real, true Indians.

btw Axis ace and sbi cashback ARE NOT PREMIUM CARDS, they are just good cards (so can't compare to magnus and other axis higher premium variants)
also i am not sure how Rupay is not subsidized ??? when Govt is promoting it freely in kisan, jandan and other accounts if you know xD
For "Airtel axis RUPAY", people said in DD that it was mistakenly launched as some said customer care said that:) so i am not sure how to confirm that myself (my bad if i was wrong based on DD)

Side note : The so called rewards in RUPAY will also be devalued once market is captured by govt which is the Govt wish AS HOW GOVT DOES WITH EVERYTHING .. .Eg: recently govt REMOVED some SUBSIDY OF EV after capturing of market (live example, just an example of how govt does things)
Those are govt scheme cards and govt gives money to banks for govt scheme cards.
NPCI does not get anything from the govt.
Rewards/offers money are earn through MDR and various other services.
Other services like - All ATM network in India is owned by NPCI. If you see any Visa/Mastercard/JCB/Unionpay/Diners club/Discover logo on any Indian ATMs, NPCI charge for that.
Visa/Mastercard etc all card networks use NPCI's NFS ATM network in India.
Many Visa card online/pos transactions are settled by NPCI. NPCI charge for everything.
NPCI/RuPay is profitable company, NPCI give offers from their profits.
NPCI/RuPay also sold its shares to Amazon, Walmart's Phonepe, Paytm, Mobikwik, Pinelabs etc., from which crores of rupees were received and reinvested.

DG, why do you disagree with A012? RuPay cannot even compete with Chinese payment services in the USA and Europe; it needs government backing. If there is any information or article explaining why they are behind on promotional offers, I would be happy to read it.😃
2 reasons
1) Dont want rupay monopoly: i disagree with Rupay because its promoted like its very good but Govt is trying something out of it, we can't blindly trust govt MONOPOLY, i want every stake holder (like visa and master... etc) to be alive, but govt is trying to kill VISA and MASTER slowly, but india is part of global village (a paradox) and main reason is i dont want india to become another china like thing with payment system
MONOPOLY IS BAD FOR END USERS with no competition
2) Globalization: another thing is i can't understand when people say fake Indians and good Indians or true Indians ... when that same person (who is called fake or true) actually uses services from other part of the world using globalization help... which already makes India, to become part of global world, so this WHOLE CONCEPT OF NATIONALISM IS GIMMICK TO KEEP OUR MIND IN CONTROL, I am just trying to break away from it, dont want to live in a mirage of concepts.
there is no concept called indian or american or african... etc.... in my opinion AFTER GLOBALIZATION where indian govt already allowed FDI and easy exchanges of goods and services.. so we become global village:)
P.S: I can't find any article for Promotional offers but to be frank Kissan account, Jandan account, ... etc all are promotions with only RUPAY cards

RuPay is new but JCB Card and China UnionPay Card have been available for the last few decades.

Globalization dont mean WE CAN FORCE OUR STUFFS IN ANOTHER COUNTRY OR TAKE ANOTHER COUNTRY STUFFS FORCEFULLY, globalization means we can use other country stuffs if approved by that country (incase if the original owner of that stuffs wants to share it)

Yes, allowing Visa and Mastercard in India was a mistake.
While I also don't support monopoly, I do want more Indian credit card companies to come up and compete with each other.
The idea is to have all credit card companies be Indian, giving people the choice to pick among them, similar to how the USA operates.
By the way, when @invisible007249 mentioned Chinese Unionpay card, it reminded me:
RuPay and Visa/Mastercard are private companies backed by their respective governments.
But China UnionPay card, on the other hand, is a 100% Chinese government-owned company.
Today, China UnionPay cards are accepted in approximately 80% to 90% of places worldwide, including 100% all major travel destinations.
There are countries and islands that you might not have even heard of where China UnionPay cards have already reached and are even issued locally by some banks.
