paying the cc bill via cash is a step to welcome the IT department to issue notices.

Just go to the bank that issued the card and pay with cash. You will be charged atleast 100rs or more depending on the value.
Also if you pay more than 1L in cash in a year. You will get a notice.

yes you can but you have to visit the cc issuer's bank branch and pay there
