it is called secured card. One card gives you CC at minimum FD, amount of FD would be specified when you will begin with registration. limit would be 80-90% depending on policies.
secured cards are suitable for person with no credit history /zero credit score/ default cases.

SBI Unnati was withdrawn a good few years back. Only SimplySave Advantage(Rs 499+) is being offered by SBI reportedly.
Kotak (LTF) provides Rs 1500 worth of vouchers(Amazon Pay available for redemption) for min. Rs 500/1000 spends in the first 3 months. CIBIL score gets generated after paying the first bill.

Why secured credit card? Why not go for any basic level Credit Card instead? They are mostly approved by banks like icici, idfc, au, unless you dont have any income source
All card issuing banks can issue these FD based cards as these are zero risk to them. Only thing is whether the process is offline only or online too depends on bank.
Fully online in case of Kotak. Reverse is true in case of SBI.
