NPCI really is full of a bunch of idiotic clowns.
Earlier, I couldn't deregister because it gave an error saying You've an active UPI Lite wallet. I've never in my life activated the useless feature or clicked on it. Even it was the app that repeatedly popped up with the button to activate it even after repeatedly clicking Don't show again.
Then these idiots blocked me from the app for whatever reason saying We've detected suspicious activity on your device. Couldn't use my phone to register on the app in any way & it mentioned to contact support. Tried Twitter, email, website form but no reply. Normally, if there's something I've done, I'd accept that it was my fault and it was reasonable that I got blocked but I've just been using the device normally.
Now, after months, I downloaded the app again to give it a try just because I want to deregister the profile. Now comes the popup saying that my device is rooted. Nope, let alone root, not even Developer options have been turned on.
These clowns can't put in the effort to solve actual bugs they have in the app & improve it & make it competetive like GPay or such but can put in all the energy to ruin customer experience.
They've all the time to bring useless features which hardly 1% of the userbase will ever use but can't make sure that the existing stuff works well.
NPCI shouldn't cry with Ohh! They've taken more than 30% UPI market share. These idiots should put in their dead brains so that the user wants to use BHIM app on their own because of the experience.

Try installing BHIM under Work Profile and check if the erroneous root detection issue is resolved or not. In an older device incompatible with newer rooting methods this is the last way to hide root from apps which I have had to resort to increasingly in the last 2-3 months.
NPCI on Twitter is a bit more responsive albeit still of no use in the end in my case. When UPI Lite had been disallowed altogether in the aforementioned device I had contacted them following which they had assured of a thorough investigation. However weeks later their only response was that NPCI doesn't block any device, whereas the error message itself made it clear that it was a restriction put in place by the regulatory body i.e. NPCI. Paytm, Phonepe customer service also confirmed the same.
You could try checking if other users have reported the same or not. If not then there's some issue in your setup. Some apps (Payzapp) object to the presence of some other apps (Shizuku) which they deem evidence of root even if the device has never had it's bootloader unlocked even nevermind root. But that shouldn't be an issue as you mention that you have never enabled Developer Options.
Sometimes beta builds can be an issue. Google issues frequent betas.
Have you tried emailing the address listed on the app's Play Store page?
Edit: Check if you have ever enabled UPI Lite in any other app like Paytm or Google Pay etc or not.

By the way why you guys use BHIM app ? better UPI apps already available. 😀
BHIM app is mainly use for testing purpose.
If you really want to use BHIM app then use Bank apps na, banks UPI apps use BHIM app APIs.
Many times NPCI itself invests huge money on small third party UPI apps to promote and offer cashbacks on 3rd party UPI apps.
