Here - one netizen share this info -
Guys who have accounts in Central bank of india..can go and apply in branch.They are issuing the card ..just ask them RUPAY JCB INTERNATIONAL CARD.They will take your request and immediately 354Rs charge will be cut and next working day card will be shown in net banking
Also will be getting instant sms with card last 4 digits immediately after applying

If you have Cent Samvridhi (25K MAB) account in Central Bank, RuPay Platinum DC is free according to their website.
sbi dont give rupay platinum to normal saving ac holder same goes here u need to keep min 30-40 k in ur acc to convince them to issue rupay platinum
sbi ask 1 lac to deposit in ac so they can issue rupay platinum
tell me when FBI launchs a card with free stay at jail benefits 
when u spend more on your card and do a IRS fraud hehehehe it would total be a go to card
