3) can i use set Top box without antenna on my TV?

4) can i connect my TV to wifi connection without having wifi connection?

Regular tv stabilizer output timer delay will be around 5 to 10sec, where as the refrigerator stabilizer output timer delay will be around 2 to 5mins. If you use refrigerator stabilizer the tv will on after 2 to 5mins ( there is no harm using it. )

Old Sim Card and Memory Card in new Phone is allowed.

Old stabilizer of Refrigerator for new TV or AC is a crime, punishable offense.

No, IMHO a refrigerator isn't that sensitive to power fluctuations while a TV is. There is a reason why there are separate sold for different appliances.
