Technically it's upto the bank. There is no link to pan here. If the card company decides to issue you two cards of same variant, they can. No bank issues two cards of same variant to a single customer.
They will probably reject it saying internal policies, not worth the needless inquiry in your credit report.
If you really want another one, apply on behalf of your family member and take it with their permission.
