What's the good deal for good phone under rs19000. Dual speaker with good sound, whatsapp, battery back up and youtube is priority

If okay with China born brands then Xiaomi' Poco brand, Redmi, Vivo or Honor/Huawei if can be arranged.
If okay with Chinese controlled brands with compromising on camera, then Motorola.
Second hand (Google) Pixel with Qualcomm processors or older Pixel phones with warranty might be possible in this budget.
Samsung too has some option in the sub 20000 range with might suit her for use with youtube/speakers and 5000mAh or more in optimised battery.
Hopefully you do invest in insurance and also let bank and other critical communications be handled on some spare phone that either never goes outside home or is always secured in bag. For SMS and OTPs she can actually have a feature phone and in the main (touchscreen) phone she can avoid installing fintech applications, unless must.

Go for moto g54/g84 very clean experience.
