Axis Debit card payment issue

Since last month, whenever I use axis debit card to pay CC bills via PayTM/ Cred/ Cheq it fails with some strange error message "User has not completed transaction". Amount is within transaction limits. Also paytm wallet loads work. Is anyone facing the same issue ? Any trick to overcome this ?
