Are Banks allowed to levy charges on withdrawal even if the transaction is unsuccessful?

Recently, got an amount deducted from my a/c for a failed atm withdrawal transaction. is it allowed?

complain to RBI ombudsman as this is not fair

i mean what we can do when ATM is empty without cash???? which we wont know

This transaction was beyond the limit of monthly transactions, that is why im skeptical about making a complaint
