RBI doesn't want P2P (backed by NBFCs) to portray themselves as better alternative than banking products like FDs.

Rather RBI instructed them to remain just a platform to connect lenders and borrowers.

RBI wants P2P startups to restrict themselves to operating as platforms connecting lenders and borrowers only and to stay away from building complex investment products.
