Rs.5k, debited on account but machine not dispensed. Contacted CC, they asked to wait two days(completed) . What to do next ?

Does RBi not have any rule of penalties if not completed in N business hours?
Even otherwise, can this delay be first brought to the notice of the nodal officer, then directly to the RBI grievance redressal?

If no refund is processed in 48 hours, then do one formal complaint and keep the acknowledgement number.
It happened to me, got my money after 7 days
