Amex card annual fee reversal

I was charged half of the annual fee of 2260 for my Amex membership card for not spending 1.5L in this year. After speaking and negotiating with the customer care, I got 3 options from them:

1) 75% waiver on the fee which come out be 663.
2) Spend 30k in 3 months to get full 100% waiver.
3) Get 8000 reward points with no waiver on fee.

Last year after negotiations, they gave me 12000 points for paying the membership fee but they are not agreeing for the same this year. Any suggestions to get better negotiations? I was expecting Full waiver or 12000 points.
