Amazon Pay service charge for Electricity bill payments via CC or DC

Is Amazon devalue itself? Started charging convenience charge of 1.18% for CC and 1% for DC on Electricity bill payment. This happens to Non-Prime account. Can anyone also confirm this?

Nothing like this for me yet (prime/not prime), I don't do commercial or lots of payments for friends/relatives/DD people... so pattern looks sane to them...
Also, I think no charges for rupay platinum DC offer for everyone...

1. this is slowly rolling out to everyone.
2. prime/ non prime all will have these charges
3. rupay-jcb debit cards are wrongly being charged convinience fees as amazon in the backend thinks it is a credit card.
