Amazon pay ICICI credit card issued one in a lifetime?

I previously hold Amazon icici credit card, which was closed by me almost 2years back , due to non-usage.
Today when I was talking to icici cc , he told that since you previously cancelled it , now it cannot be issued to you .
Is this information correct from cc?
