Amazon doesn't seem to care about Indian Contractual Laws

On November 16,2017 I placed the orders (171-9524938-2901922 & 171-0081700-5744309).
The following is what happened next:
. Nov 18 morning received Amazon SMS that orders out for delivery.
. Nov 18 mid-day received Amazon SMS that order has been delivered. But in fact I was home all day and nobody from Amazon came to deliver above orders.
. Nov 18 mid-day I called and informed Amazon Customer care 1-800-3000-9009 that nobody from Amazon came to deliver above orders.
. Nov 18 4:00 pm Amazon Delivery person came with a package that had already been opened. We checked items against the invoice contained in there and an item (pack of 4) was missing. I refused to accept the tampered package and it was taken back by the Amazon Delivery.
. Nov 18 Evening sent email to Amazon customer care informing them that I returned the tampered incomplete package.
. Nov 18 Night Amazon Customer care replied that fresh order will be sent to me.
. Nov 19 morning received Amazon SMS that orders out for delivery.
. Nov 19 evening received SMS from Amazon that order was refused. But in fact I was home all day and nobody from Amazon came to deliver above orders.
. Nov 19 Night I called and informed Amazon Customer care 1-800-3000-9009 that nobody from Amazon came to deliver above orders. I was told by Amazon that nothing was reshipped and Amazon will refund my money within 2 days.

Meanwhile, If I still want the items I would have to reorder and pay for it again from my own pocket.

Amazon offered items on their Web site; I accepted and paid for the items; they didn’t deliver and arbitrarily cancelled my order without my permission.

It seems that none of the Indian purchase and sale contract laws apply to Amazon. Or Is it Amazon doesn’t care about Indian Laws.
