After these convenience fees started to get charged, the best way is to
1) pay full bill using Amazon pay gift card
2) use Rupay platinum debit card
3) pay with ICICI Amazon pay credit card

Amazon appears to be charging a convenience fee for utility payments, even with Rupay Platinum debit card.

They are charging convenience fee on Credit cards, you can pay via Amazon pay balance without convenience fee.
