About CC to CC bill transfer

Hey , I wanted to know if there is any way to transfer the bill amount to another CC. I am having offer for Axis CC bill payment so I want to transfer other CC bill to axis. is it possible? or any idea?

not sure about axis but sbi has this facility called balance transfer.
pay bbcl(kotak,sbi...)credit card bill through credit card card at 1%charge on Easemydeal application.
