Can we earn points by paying cc bill using sbi debit card?

Whats the reward rate? If I pay 10k bill what is the reward I get? Do we need an sbi bank account? Is double dipping possible? I. E., let's say I have a debit card that gives some cashback, do I get the rps of the app too?
