Talked with amazon customer care. They said money balance will be used for fastag transactions, this means the balance will be transferrable.
They also sent this on mail:
"In order to recharge Amazon Pay ICICI BANK FASTag, you just need to add money to your Amazon Pay Balance, since the FASTag will be using the Amazon Pay balance to pay all FASTag charges.
In order to add money to Amazon pay balance:
Go to Amazon pay homepage
Clicking on your ‘Amazon Pay Balance’ section
Click on ‘Add money to wallet’
• You can also add money to Amazon Pay Balance from the Amazon Pay FASTag page by clicking on ‘Add money’ on your FASTag card. "

But terms and conditions also say that the 1% cashback can also be used to pay for tolls. Then I think it will use both balance. We can know more only after someone share the actual experience.

Those who want to loot will be looted as this fastag will not allow recharge from any where you need to add money to wallet only, if you still want to get looted apply and loose your money in the name of so called amazon loot
To load this fastag wallet load is necessary and you cannot load your wallet using credit card

Not speakinga about the loot but in general being a paytm fastag customer who had to transition to other fastags:
I had ordered the amazon icici fastag and it was delivered in 3 business days. We have used it once and it is seamless. Can be recharged from Amazon Pay and I don't see any issues with it. Don;t know about the recharge from other apps.
If anyone is looking to transition during this paytm fiasco, I would recommend Amazon ICICI Fastag due to the quick delivery and ease of use.

I closed my PayTM Fastag, got the refund, and applied for this one. As for credit card usage for Fastag recharge, you can buy any value Amazon gift card with your credit card and add it to your Amazon Pay balance. It seems like an easy option for me.
