Not sure how he is stating this fact considering there is a paucity of  even government data and India does not even have a standard metric for measuring poverty. So a lot of studies say different things about people under poverty line.

By most indicators the rich-poor divide has increased in the last couple of decades...our aim should be to eradicate extreme poverty completely which is less than $2/day

But anytime the standard of living improves for the poor it's a good thing
